Promoting a healthy community for Latinos and other underserved populations in the Greater Houston Area living with HIV/AIDS

Administration and Management Services provides the best administrative support available to AVES personnel. These services include human resources, payroll services, development, information for the media, technical and secretarial support. Administrative services are managed by the Chief Executive Officer, and form an integral part of AVES services to the community.

Chief Executive Officer – Terence O’Neill

On August 3, 2002, Terence O''Neill became Chief Executive Officer of Amigos Volunteers in Education and Services, Inc. (AVES). He was hired to lead the largest Latino AIDS service provider in Southeast, Texas.

O’Neill previously worked as Community Liaison for City of Houston Council Member Annise Parker. In addition to his experience in municipal government, O’Neill worked for one of the most prestigious legal firms in the United States.

O’Neill was born in San Diego, California to Terence and Magdalena O’Neill. Raised in a multi-cultural family, O’Neill learned Spanish at an early age and learned to value his Mexican-American heritage. His mother is from Monterrey, Mexico, and his father is from Indiana.

Majoring in philosophy and business administration, O’Neill adds a unique sense of management style appropriate for a nonprofit organization. Having studied Spanish, French, German, and Contemporary Hebrew, O’Neill is especially sensitive to the importance of cultural diversity for both the individual and the community.

In his spare time, O’Neill enjoys body building, studies Mandarin Chinese and serves on the boards of several charitable organizations.

Nelson earned a Bachelors Degree in Accounting from the University of Houston. Prior to his employment with AVES, Nelson worked for various nonprofit organizations. He is married and has one daughter.

Development Director – Ralph Lasher, M. Div.

Ralph received his Bachelor of Arts Degree from Trinity College in Hartford, Connecticut, and Master of Divinity from Episcopal Divinity School in Cambridge, Massachusetts. Ralph has extensive experience in fundraising and developing HIV prevention programs. He was former executive director of Montrose Clinic from 1988-1994, and pioneered many HIV prevention programs and services during his work at the Clinic.

Cesar Escalante is a native of Guadalajara, Mexico, and is currently pursuing a degree in Criminal Justice. In addition to working at AVES, he serves on reserve duty for the United States. Bio currently not available
